Unfortunately, Picasa for Mac uses the OS X "scroll with inertia" and scrolling speed settings with a high multiplier, making it impossible to configure both Safari/Chrome/Firefox scrolling and Picasa scrolling (in single-picture mode) to be usable at the same time.
